Uvuzi would only give up a meal if there was a compelling reason. Say she was in Monstertown and someone paid her to be partially swallowed and then coughed back up. She rigorously follows the law in that town because they know she's a predator and the penalties are severe if you just randomly eat people there. Or she might cough someone up if she was partway into a meal and a threat appeared that she had to run (slither) from or fight.
The law in Monstertown had a bunch of tiers for penalties. These start at fines, then indenturerd servitude or hard labor, and yes, if you are considered too dangerous to live it's pretty common that you'd be fed to someone. There's a city-run auction where they sell 'meat' slaves, it appears in a couple of stories.
