Haha, that's an awesome pic! And I'm going to go off a small cliff and say the BG is before Gordon Freeman showed up and the Citadel opened up into full alert. Either that or just after he re-enters the city into the Anticitizen One chapter (I recognize that small crossroads below!).

Kinda reminds me of the graffiti around where I live (Big compliment, the stuff on the walls out here is gorgeous and exotic. It's a sight to see, maybe I'll post some up one day.))
