Funny enough 18 is kinda similar to Ice Climbers since you can use 18 while having her brother 17 for some attacks. Kinda sucks hes not playable but I understand their reasons since they do kinda have smilar fighting mechanics.

I think SF3 had fighters who where twins and fought together and for the like P2 colors they just switched the characters so they could do that for 17 and 18
