Apparently after changing diapers for Tsunade on daily basics, Shizune eventually snaps at Tsunade and along the line saying something harsh. In Tsunade's response, she forcefully removed Shizune's panties & part of her outfit, and has Shizune all diapered while embarrassed about the whole situation.
