There is currently a thing going on in the US where Neo-Nazis are showing up to protest the removal of statues honoring Confederate figures from the US Civil Way. While most people believe the statues no longer have a place in the public eye because of what the men they are modeled after stood for, some show up looking for a fight.
So, the statue in this comic is of a confederate. I don't think Scottbunny and Erisaurus wanted to glorify any particular confederate figure by drawing them.
I hope this helps.

Some additional clarification as per their original facebook post.
"Everyone here at The Adventures of ScottBunny & Erisaurus has family that fought in wars. Early entrants, highly decorated career Army personnel honored at the National WWII Monument, medics, translators, and more; people who helped shape a world they hoped would one day see peace. They knew conflict would always exist, but worked towards the idea that no one should ever have to endure what they went through. They witnessed a history that could never be erased, one that scarred the very human soul, and we all feel a duty to remember, to honor, their services and sacrifices by taking a stand against injustice and demanding equality for all."
Hope this helps.
