Currently fairly open for off-stream work, assuming it's not (another) large project or ref sheet. The prices listed on my pinned submission are accurate to both commissions in stream and off. I try to get through them as quickly as I can unless they're "when ever you can get to them" projects. Once I make a sketch the commissioner likes, I take payment and progress to line and color.

Needed to upgrade my labtop for a computer after 5 years of usage.
Had to finance it to get a decent build without a graphics card.
Computers nowadays are not as cheap, uless you want those low end just typing computers, or those Raspberry pi/Arduino Credit card size computers. $150 for a Udoo x86 for a windows 10 small board.

If that's the case, when going to get the OS, ask for an alternative OS for windows 10, retail version. Compare to the standard OS, when installed to the storage device, it will register to the device setup. Make it unable to function if you move it from one motherboard to another. A lock in the system. The retail OS, though more pricey, allows the fexitbility to transfer the OS from one motherboard to another, as I did with my computer.

For a note on your pc build I'd recommend a higher speed ram for your computer. Ryzen loves RAM clock speed. you'll regret getting anything less than 2400mhz. check newegg and amazon, should be decentish prices on quicker ram. or check a microcenter if there's one near you.

+1 on the build, should be nice and solid for your needs for a good long while. Only comment is I hope you have an SSD from your old build to use with it, as a spinning disk drive would really bottleneck performance.
In the future maybe consider adding a 256GB-512GB NVME m.2 SSD for your OS, since your new motherboard has a slot for one. That should make Photoshop, etc open super quick :)

I actually have my OS on one, so when my computer DOES freeze up or just blip out, it's back in seconds... even if I've lost work and sanity along the way ^^;

Perhaps a small thing, but the Ryzen 5 1600 might be the better bang for buck. It is overclockable to almost the same degree as the 1600X and comes with the Writh Spire cooler, which is acTually a very decent cooler that got my 1700 up to 3.8 Ghz stable rather easily. It would save a little bit on the cpu itself, and removes the need for aftermarket. You can always buy and install an aftermarket cooler when finance is back up to spec.
Also, though this might be a reason because of your use case scenario, are you sure you wish to get the 6GB version of the 1060? Performance won't see much of a hit, if any at all, at 1080p or 1440p for the compute performance that that card offers, and since it's generally cheaper, this could save you $50
