Everything - and I do mean EVERYTHING - in your robots, cyborgs and the like, seem to be perfectly positioned in regards of functionality, and it shows. And it all looks so god damned gorgeous!
So in all it's briefness, I tip my hat to you sir. You've once again designed a beatiful machine, and I do hope to see more of these from you (even if I'm so very envious every time you design more additions to your automatic character roster).

It's really all about the outlines of the shapes you want to use (just like how you sketch stuff) and then fixing them (or adding covering details/parts that look good with the whole) so every part is allowed enough freedom to move. I've used Robocop movies and various animes/mangas as reference for designs :)

You're right. Ideally yes, they should have a similar body, to help keep their identity and sanity.
Unfortunately these guys are part of a research that isn't really concerned about identity. The research studies how flexible and adaptive the brain can be and develops cyborgs to be used as weapons. The scientists are couraged to create something new every time, which can lead to weird designs like this, but also unexpected breakthroughs in technology.
Ironically, keeping the patients from going insane over a long time is one main problems they are trying to get around.
