They're very close friends who first met in college. The college in question, Harmony Academy was very much about breaking preconceptions about how predators and prey work in society, even so far as encouraging students of different species and genders to share dorms together. Chip and Mandy ended up being one of the few students that shared an 'experimental' setting, with Chip being an unruly, mischievous 'mouse' that had been kicked out of various other schools and Mandy being a very studious and incredibly athletic over achieving student. I think the head of the school wanted them to rub off on one another in a positive way... and it shows :P.
