Anyone who has played "Mother 3" should know about the oxygen tanks. (I think thats what they're called)
They are mermen who are scattered along an undersea path, where they make out...errr....fill your parties lungs with oxygen. (otherwise you drown)
Anyway, about halfway through the level, there is one that says he is out of service, and I think I know why. He has a little problem. ewe
