I've heard a streamer named GeePM say exactly that (buff stuff), in reference to a meme created by a group of streamers he's friends with. The meme in question being called "Buff Riku" and the streamer channel that spawned it is Games Repainted. (GeePM is part of Vinesauce, not Games Repainted, but does show up there every now and again) This Meme has also lead to other characters being drawn buff, similar to this, leading to the term buff stuff. In the end, it all links back to an image used as a texture in one of the repainteds streamed by Games Repainted that was of an overly buff, flexing Riku that turned into a huge meme there.

Oh yeah, I like the buff riku image, I find it funny
And I've seen games repainted

Well now you know where the term buff stuff came from.
