Ah then that would make a little more sense, though it does seem like there's still organized law judging on the last page, and at least some people still wearing fancy suits in relatively functional establishments. But yes, if it is post-apocalyptic, it definitely would be more probable for their to be larger issues with diseases and coordinated responses, quarantines, etc. Hence why disease and injury get worse after natural disasters.
