HMAS Choules (L100) is a Bay-class landing ship that served with the Royal Fleet Auxiliary (RFA) from 2006 to 2011, before being transferred to the Royal Australian Navy (RAN).

Basically means it's a helicopter bay ship. But being that it doesn't look like it has a hanger, it's probably for refueling, repair and to change crew.

I'm pretty sure *all* warships have at least one lifeboat, and preferably enough for the entire crew, in the unlikely event that they need to abandon ship.

At first glance I thought to was an oversized crew boat, used to ferry petroleum crews and supplies back and forth from shore to the oil fields in the NorPac and the Gulf of Mexico.
