That's the ICE 1, not the ICE 3 (shown here) because of differences in design. Germany did have an InterCity Experimental runnin in Germany in the 80's and that lead to the ICE 1 in the 90's. The ICE that ran in American for Amtrak in 1993 was the ICE 1, not the ICE Experimental.
