That's actually how the limitations work. I've dealt with the hardware enough to know this. Only a couple games (such as Megaman) get around this by overlaying an additional "sprite" over the other sprite to give a character additional colors.
16-bit on the other hand gives you a 15 color (+ translucency) limit.
