I think it was lightly implied that she's "no longer among us" in the pilot episode.
Then again it was an early 90s Disney cartoon. Death or divorce were probably taboo to even suggest.
Disney had this really wierd thing for decades where it was nephews and nieces everywhere staying, but parents were rarely if ever mentioned. This was mostly visible in the 50s and 60s.
Mickey had his nephew. Donald & Scrooge McDuck had Huey, Dewey & Louie (although the new Ducktales looks like it's going to address their mother at some point).
Goofy was the exception. He not only had a son in the 90s, but had a son and wife in his shorts in the mid-20th century as well.
Although its important to note that his wife back then was never fully shown but appeared to be human, and their son as a result looked like a hybrid between both.
