I think it'd be a good idea to practice each of the 12 core principles of animation.

Along those lines, I think a bit of overlapping action would have given this a bit more flow. For example, if the transformation occurred while your character raised his arms rather than after. Also, by adding a few extra frames at the beginning and end of each motion, it would create some "ease" into and out of said motions and made them appear a little more natural. If you wanted to get really complicated, that gelatinous Goodra belly could have expanded a little further than your final frame and then jiggled down into the intended size with some ease-in to give a sense of weight and physics. A bit of a tail bounce, too. They'd both make good secondary motions to bring a bit more life to it. Finally, a think a blink during the transformation could have made some nice, subtle secondary animation.
Anyway, that said, I love the drawings and the smoothness of the animation. Great transitionary frames between the two forms and each movement. Fantastic job keeping everything consistent, especially with the head turn. Great work, man.
