Could be that the race suffers form a debuff that we can't see. I mean, +4 CHA and -2 CON balances out...
and then there's the fact that all races in 4th ed have only racial buffs unless the buffs are really powerful (e.g. Half Orc) when they might get a debuff too. If this is a 4th Ed race, a CHA buff only might be quite apt on its' own.
