Chemtrails (or Contrails) are caused by condensation of dust particles and fine particulates that come from the exhaust of the aircraft. These particles attract water at such a high altitude because up there the atmosphere is very cool up there. This also will eventually apply to particulates from other sources, mainly heavy industry and automobiles.
Some have proposed pumping dust (as a part of geoengineering) into the atmosphere, or perhaps sea water, on a perpetual basis to mitigate the effects of global warming (this was part of a documentary on Discovery). One man did research immediately after 9/11, as was the perfect opportunity, and found that the atmosphere was instantly several degrees warmer because all of the aircraft being grounded and the dimming effect that they provided (source: NOVA, PBS). This has placed regulation of particulates into question.
