Wording of the ultimate should be: "Add UBR to your mana pool. If ~ is tapped this way, put three -1/-1 counters on target creature."
But since you cannot tap an emblem any other way so far you also can you do it this way: "Add UBR to your mana pool. Put three -1/-1 counters on target creature."
Another problem is that you cannot activate it if you don't have a target for the ability, so better is:
"Add UBR to your mana pool. You may put three -1/-1 counters on up to one creature."

You still can tap it with the other versions. I just didn't include it in the wording. The only difference is that first ability will put counters even if it tapped another way (something similar like "tap target emblem", if it would exist).
