How was it made to be two color? Was a natural boundary between slates that were buff and gray, and that was carved like a cameo? Or was the gray created by a different carving technique?

Not sure!
It's true that some stone can have layers of different color. But I think maybe the surface of the stone was treated with something (varnish?) before carving.
I wonder if that info is available somewhere on the vast intertubes.~
