Probably the same reason people are afraid of clowns.

Some of our most basic instincts include reading people's facial expressions to better understand what they are thinking and feeling. Covering up the face with a mask, or paint, cripples your ability to read the person. For some, it produces a response of fear because they don't know what to make of you or your intentions.
