This is Dr. Alice "Time Stamp" White, a scientist who became bitter when her time-travel research was deemed too risky. She created a suit that lets her freeze time to help her steal the materials she needs to develop time travel. It requires a great deal of power, so she can only do it for breif periods.

I don't know how the wall behind her got destroyed, presumably some battle's going on. If this were animated, the bricks would be suspended in mid-air.

As with Dynamite the husky, Time Stamp's powers were inspired by a villain from the incredibly cheezy 90s cartoon "Sky Surfer Strike Force," Chronozoid. (Dynamite was inspired by Grenader) But both where human-like males and not furry females, so total ORIGINALITY! :D.
