No, that's what her original creator wants, but Yoshinori Ono now kinda hovers between having her be a post-op trans woman in all regions to avoid any confusion and just saying "Eh, think whatever you want, I guess."

IIRC, Poison was originally intended to be female. However, beating up a woman would have caused some controversy in the states, so in the American release of Final Fight, she was declared to be transgendered, therefore "actually a man" and so safe to beat up.

Why, yes, that was really messed up.
