This is Time one of the two dragons that hatched from the egg the Kobold found after defeating the mean dragon. The egg was formed from the broken gem of power of the mean dragon after he was defeated.

Time isn't mean, not really. He just like to play trick on others and it often involve things getting damaged. But as his name is Time, he can reverse time around object to restore them. Or to make himself spin like a wheel to use his sharp back spikes rolling around.
