Earlier on when that blue-green octopus had transformed from being a guard into a bipedal species, was that just the same octopus species in a suit? Or did he transform into a thirds species before becoming a guard again? As both mentioned that constant monitoring, but they look quite different!
The agent's 'normal' guise is the froglike being near the start of the episode who keeps to the shadows. He doesn't in fact actually shapeshift; it's a hologram-based disguise, but the nanodrones under his control can perform a variety of physical tasks including acting as extra limbs to keep up the illusion.
