The thing is that if he was told, he would have gladly let them enter. Captain Limansk has good reasons to not like her and not trust her. She keeps secret important information that could help him protect the city. Some of her secret could lead him to his dead in the future. I would be careful if I was in his place.
Corso Calvario Limansk, captain of the city guard of Mothcloud, was in his younger days a member of the Free Wind Army. This was an armed separatist movement opposed to the Batrachian Domain occupation.They were eventualy defeated in the battlefield, of course, but they stayed as a political faction with strong positions in the local governments. over time, the movement became more conciliatory in its relations with the Dominion, with occasional brusqueness here and there. Limansk in particular was a fervent defender of the independence ideal ... and basically hates the guts of everything related to the Domain.
The probability is quite high that enemy spies had already infiltrated the town. It's impossible to know who to trust. Beatriz is just playing it safe by not telling anyone of her plans until it becomes absolutely necessary. We already know by the directed attack against her that her travel plans had been leaked.

Basically what Akea said: Sneaking inside town with minimal escort was her plan B, and that failed in a very horrible way...so she is back to her PLAN A. The Domain is an ocupation force, and a lot of things can go wrong when you share information with potentialy hostile locals.
