
Corruption is rife within the city of Redemption. Some of the misdeeds of public officials are even laughed at, seen as the subject of humor rather than the abuses of power that they represent. From the mayor's frequent visits to Breeze's illegal casino to the Sherriff's common practice of accepting bribes to look the other way during minor offenses, it is simply an accepted fact of life in the frontier town.
More severe infractions, of course, also exist and are prosecuted severely. In one famous example, a high ranking member of the city council was found to have hired a known member of the Demon Riders to murder the owner of Moarind Stage Line, the Council member having been the owner of the competing Tremarine Stage Transport. Stories like this abound, and a common target of accusation is Ryan Liberty and his security agency. These rumors have never stuck to the young canine or his agents.
In many ways, the Sons of Liberty are held to a higher standard than actual law officers. Operating as a private enterprise, these accusations of vigilanteism and abuse of power are common. Ryan has therefore always set the bar almost impossibly high for his employees. They are subject to inspection at a moment's notice by both civic law enforcement officials and a special team within the Sons that exists solely to investigate charges of "unacceptable behavior" within it's own organization. As such, any allegations of abuse are nearly always disproven as rumor or attempts at libel.
Real vigilanteism, however, does exist within Redemption. Dark stories are told about secretive Secessionist mobs lynching prey animals on lands belonging to ranchers just outside town. Death is often the result of fighting at some of the rougher taverns and saloons. And, above it all, a story is told of a creature that exists somewhere in the shadows.
Spoken of as either a demon or an angel (depending on who is telling the story), he is said to have arrived during the winter of 1857. Children often speak of spotting him appearing in a dark mist to fight against the darkest, most sinister of criminals. Only three people have ever made a realistic claim to have seen him, but everyone knows the name that is almost always whispered: Quicksilver.
Officially considered a criminal, Quicksilver has been assumed to be behind several murders and one possible arson which burned the Rookback Inn to the ground. A reward has been offered for information leading to his capture to "ensure the safety of the law abiding citizens of Redemption." The Sherriff currently considers him among the top 5 most wanted outlaws.
Conversely, the poorer citizens of the city consider Quicksilver to be a hero. In truth, the victims of the murders he has been accused of were suspected to be leaders of some of the more violent gangs in town. One particularly feared gang (known as the Red Collar) were responsible for a wave of serial gang rapes of children. It is worth noting that, after the destruction of the Rookback Inn, the rapes suddenly ceased.
The stories surrounding his origins grow more and more fantastic as time goes by. The latest tales tell of him having been summoned from another world by Sioux shamans, a divine protector of the young and helpless. The fact that there have been only three confirmed sightings of him has lent even wilder stories about his supposed ability to take the form of a dense fog, able to drift unseen and surround his enemies.
The truth is harder to discern, but there are certain facts about Quicksilver that are known. He is a young fox of perhaps not quite twenty years. He is also known to carry an antique sword as his preferred weapon (perhaps for reasons of stealth). It is also strongly suspected that he has spent some time in a Native Nation, based upon the feathers that are known to adorn his leggings.
Investigation has revealed some other possiblilities (though none have yet been confirmed). Records from Holden City reveal that a fox named Rex Quicksilver worked for a short time as a bartender and bouncer at one of the local saloons. Much of the paperwork, however, was lost in a fire that also killed the owner of the bar.
There is also unofficial evidence of a mercenary for hire named Quicksilver having been employed back east by both the Union and Secessionist armies. It is possible that this mercenary is responsible for both the assassination of General Stockwell and for the munitions accident which obliterated Generals Krechevskoy and Hollingwell along with all of their troops.
It is currently unknown whether these acts were all carried out by the same individual. If this can ever be proved, Quicksilver would suddenly be considered the most wanted outlaw in the Western Territories, sought by agents much more powerful than the local Sherriff.
The Sherriff, for his part, has devoted much of his meager resources to the tracking and capture of this nefarious bandit. Thus far having been unsuccessful, he has requested an authorization from the mayor to allow funding to acquire the Sons of Liberty's assistance in this task.
On the opposite side of the badge, leaders of the Underworld of Redemption have placed their own reward on the fox's head. To date, the focus has been on attempting to expose his true identity. Failing that, there has been increasing talk of a temporary truce between rival gangs (possibly even including the Demon Riders) to perform an unprecedented assault on the city, turning over every brick if necessary to locate and destroy their quarry.
Either scenario does not bode well for the continued survival of this mysterious stranger, nor for the citizens of the city. With Redemption in the crosshairs of a possible explosion of violence centered around this shadowy figure, tensions around town have been increasing dramatically. The richer families in the city have begun making preparations in nervous anticipation, barring windows and stockpiling supplies.
Meanwhile, the less fortunate citizens of Redemption continue to refer to the mysterious stranger as their "avenging angel". Stories abound of families that claim to have sheltered him from capture. Common belief among this section of the population is that he will shelter them from harm.
The true nature and history of Quicksilver remain unknown. How long he can reamin shrouded in anonymity while a storm of violence looms on the horizon is a mystery. One thing is certain, avenging angel or savage demon, Quicksilver's arrival in Redemption has brought danger in its wake.
