Regimes can crumble if a cruel ruler shows his true face in a circus and the audience takes the side of the noble fighter. A crowd moved to mercy can quickly show its discontent if the ruler doesn't show mercy and goes against his own, publicly given word, as long as there are courageous individuals who stand up and let their discontent be known, encouraging the crowd.
