Some of the more wicked things Ray thinks to do include making soldiers choose between killing themselves along with raidies or setting everyone free, setting fire to a buildings that openly bragged about segregating, making loyalists beg for their lives by admitting they aren't loyal to the government, plenty of instances of arson and looting, plus physical violence against any one who wishes to fight him. His actions aren't inherently as cartoony evil as the other Raidie Bosses, because he's goal oriented...Do what he can to make the General squirm and seek revenge.

It also helps that Wallop does is best to rangle back some of Ray's more aggressive ideas. The poor spider gets a back hand or verbally abused when he speaks up too much (or is being a smart ass). Yet when Wallop explains that setting fire to a Grocery store isn't as effective as setting fire to a Processing Plant where the food is distributive, then Ray appreciates his equally twisted mind. Wallop finds a way to think about the bigger picture and keeps his boss from being reactionary.
