Cirii is a fluid mutant and works as the computer/rainbow expert on the ship. She's also a giant nerd and spends whatever time she isn't with her girlfriend on obscure rainbow patches trading text-based adventure games, downloading and reading adventure stories, and drizzling on her personal patch (it's mostly memes about fight-scene heavy rainbow stories).
The rainbow is basically the internet, and it's supported on the auroral buoys that serve as navigation beacons in the otherwise directionless Auroral Ocean. Auroral buoys are all owned by SOMEone, be it the local government, a company, or what-have-you. It turns out Central is leading a push to remove rainbow neutrality so they can control what patches you can get wet on, allowing sponsored patches to load faster. Since she's all underground, this really upsets Cirii!
For Rovert this sounds like a great idea. The Grant is already a fairly dark zone with few and far buoys and rainbow access is strugglingly slow. Setting up auoral buoys owned by his family corporation would let them control rainbow access in the Grant! They could even charge just for the usage of them! Way to expand the business, Rovert!

If there's no clouds why is it called the rainbow?
Because when it does rain (water is generated from above the Ocean by strands of Ocean that've shot into the sky) the light from the ocean plays on the water and the aurora that suffuses the air, normally invisible, becomes visible in a psychedelic kaleidoscope of color. Rain is really disorienting in Auroral Oceans, but the idea that websites are traveling invisible through the air and are only visible on computers makes it a suitable analogy to compare it to the sites where it rains and the rainbow is visible.
Drizzling on your patch means posting on your blog. Mostly trashposting. Effort posting is called pouring.
