Actually in Germany(at least from the area where I came from), Santa also does the punishing.
Our Santa carries around a big book where he writes down the good things and bad things the person did that year. He will read it out loudly with a stern voice in front of the family. He also carries around a bundle of twigs, that he uses to hit the naughty person on the butt! Even I got my butt smacks and it hurts! Once he is finished, everyone has to sing a song or do a poem(christmas related), before they receive the gifts. For the extra naughty people, there is coal!
But technically, Merlock doesn't need those, he can turn people into a pretzel with his bare hands. :)

.... actually, considering how in the movie, he can turn himself into an "anthro" like griffon, as well as dragons in the games... he COULD theoretically become a krampus, or some sort of goat monster/demon....

Anything that gives him more power. Otherwise he just enjoys torturing people. That's his way of celebrating christmas. :)
