This scene is from the 1992 short lived 13 ep series Capitol Critters one of my favorite shows.
the show is about the lives of rats and mice who live within the walls of the white house
the series was hanna barberas attempt at creating an adult prime time show but it never gained fame and lost to the simpsons.
i personally think this is a great show and wish there were more episodes
sadly the series so far has never been released to DVD or VHS
the mouses name is max and the rat's name is jammet
