I question it as well. I see his right arm clutching his coat over his mouth while the left looks as though it is being left close to the body. I am unsure if he has the sleeve trimmed to the length of his forced amputation or if he has it tucked into a pocket. I knew a guy irl who did that. He never had clothing fixed up and just tucked the sleeve into his front pocket or his coat pocket.
Personally, I do not think Kass could of had an artificial arm made and such but, it depends on how advanced the medical system is in this world and the actual time frame between his attack and this current point in time. I can roughly guess there has been at least a month in comic time between the point where Kass mailed the video recordings and discs to The Order. I say this as most international shipping takes roughly a moth or so. All this is guess work though. In the end, I can theorize all I want over miniscule details but I will have to wait till the illistratos to reveal more.

Yeah, though, replacing an arm or a leg is one thing. Replacing an eye... that is a bit more delicate and incisive. Wiring up a cybernetic or even a new organic eye is difficult. Connecting optical cord, finding a way for the eye to move.
