Mmm, no. Both sexes have orange ear patches, those of the females tend to be a bit "muddier." The bright yellow face, in the normal grey variety, is only seen in males.
Plus he sings, drums, and talks, which are almost exclusively masculine activity in cockatiels.
I've worked with parrots and cockatiels in particular for over two thirds of my life, I should know. ;)
