This little guy is Felix from the short lived cartoon Capitol Critters.
felix appears in the episode "the rat to bear arms" as a minor but important character to the episodes story.
Felix appears to be very young (maybe 13?) and is be obsessed with his best "friend" (and even dresses like him) Jammet who is annoyed by felix constantly but keeps him around because in jammets words " he lives across town someplace we let him shoot dice with us, he brings good stuff and always loses". as the rats are making toward the rose garden by using a different rout within the walls of the white house felix accidentally gets caught in a mouse trap while evading the presidents cat and unfortunately gets eaten. Jammet feels like its his own fault and attempts to get rid of the cats for good.
