Since the majority of new students don't already have battle-ready uniforms when they first arrive at school (or maybe the ones they do have are deemed inappropriate... there are rules about that you know), every incoming freshman can look forward to getting a few sets of school issued uniforms to use until they can get ahold of something more to their liking.
The upside is that they're sturdy, provided at no extra cost as opposed to custom-designed uniforms, and there's always some available in case you ruin all of yours (and you will). The downside? Although there's a choice of two styles, "modern" style (worn by Amber, on the left) and "classic" style (worn by Candy, on the right), and the red portions can be changed to whatever color one wants, you're still going to end up looking like every other freshman. Not surprisingly, most kids usually end up replacing them with something more distinctive when they get the opportunity.
It's rather rare to see any upperclassmen sporting the "newbie" uniforms, usually they only do so because all their others are ruined and they're waiting for new ones. Of course, there's still a few that stick with them for various reasons.
(I confess, I drew this mainly because I got a Ditto last night and my first three shots at breeding Eevees all resulted in females. No shiny ones yet, but if this luck holds out...)

I like the Eevee girls, they are cute and sweet...
You're breeding them on Platinum, right? According to Bulbapedia's entry for this game... Platinum's PRNG, or pseudorandom number generator, used for determining a Pokémon's personality value, is "broken", leading to the easier breeding of shiny eggs and negligence to reset in-game events such as what Trainers appear in the Battleground.
I know it's true for Battleground, but hasn't happened to me on the shiny Pokemon. Still, it sounds good... I wanna train a green Espeon...

Huh, really? I wonder if it has to do with the programmers needing to combine certain information that used to be exclusive to either Diamond or Pearl. I did know that a Pokemon from a different language version of the game had a much higher chance of breeding a shiny, but maybe this'll help out too. :)
They also said this happened for Pokemon Emerald... the shiny thing...
I don't know if that is true or not as well, but I did caught a shiny Geodude one time... though, I also caught another Shiny Geodude in Leaf Green...
It's going to be annoying to hatch a lot of Pokemon eggs and finally end up with a shiny one... only to remember you have about 80 LV1 Eevees...
That hasn't happened to me...
YET!
