I believe Lucario's increase in popularity stems from three main sources. The first of which being that in the pokemon games, Lucario is one of the special pokemon that you can acquire by hatching from an egg, making it harder to obtain (and in pokemon, the harder it is to catch, the more popular it becomes). Lucario is also a rather strong pokemon stat-wise and as such, it gained a lot of popularity from people who play the game and use Lucario. The second was Lucario's involvement in a number of pokemon episodes and even a pokemon film. With great screen time comes great popularity (just look at pikachu). Lastly, and this was the clincher for me, Lucario's involvement in Super Smash Brothers. When I play the game, I commonly use Lucario, not because I like him as a pokemon, but I like him as a fighter in that game. Between those three things, it's no wonder why Lucario became as popular as it did.
