There's no Mage's Guild, but there are still factions (which - in a broader sense - I presume you are referring to). Brotherhood of Steel being one of them. As for magic... well there's still spell-like status effects. Energy Weapons and Effect Weapons. e.g. Shishkebab = Sword with fire damage effect. Admittedly there's no actual spellcasting.
If you compare the TES:CS and the GECK you can really tell that all they've really done is just transposed the Oblivion game mechanics into the Fallout setting. It's not necessarily a bad thing that they've done this; I was engrossed in the game for ages (and in 4 days of play, racked up 53 hours in New Vegas). It's just a rather transparent fact that they have. I was a little disappointed how little of the Fallout Lore made it into Fallout 3, making it look like a cash-in more than a genuine sequel to an otherwise awesome franchise. New Vegas more than makes up for that, though. Bugs aside.
Another transparent X is Y with Z would be Torchlight. Torchlight is Diablo with Cartoony Graphics. But guess what? It's an awesome game all the same. In short: You needn't worry about using such comparisons. A game that is like another game can still be a good game. So long as it's done right.
