Being prey's a scary thing. You have your life, your ambitions, your own sentient existence and physical body, then you're asked to give all of that up. Well, less asked and more 'quickly informed and roughly crammed into an opening'. Most people aren't too fond of the idea of giving up everything they are and conforming to an anonymous existence somewhere in the depths of a gut. So it's no surprise that most prey are quick to voice their disapproval!
This little fellow's expressing his dissatisfaction in a number of ways. Those legs and tail are actively flailing as much as they can in the grip of that toony coon. While his upper body is buried in the depths of his predator, he's yelling out every argument and plea he can think of. His paws have even slipped down to the inside of that gut and are pushing and punching about, hoping that an interior assault will convince the predator to cough him back up. This fox isn't just sitting idly by and letting himself be consumed. He's using every piece of his body to let this raccoon know exactly how little he likes this situation.
Bags notices. He just doesn't care.
