I thought about the Toivo story. there is a civilization that is a bit like the Mongols or Tatars. They are a large nation but without a capital or government. They mostly life in families or tribes. they only gather around every two years to pass laws for every tribe. At first I really wanted to make them humans with Mongol fetures but then I thought it over and my fiance suggested snow leopards . I really like that idea.
