well it does actually, we've seen it in black holes large objects like planets and large rocks tend to just remain outside of black holes for quite awhile, much like if their time has stopped based on their size and gravity forces. Much like what happens when an atom suddenly has to move inside a vacuum, it tends to shoot off electrons at a much slower rate rather then at the speed of light like they normally move. Though 1 mile less then the speed of light is still really fast.
The electron cloud as people call it is also what maybe the time parts of atoms, and without them atoms don't tend to move as much.
Hence why more radioactive material (more electrons) tend to decay faster.

You're cheery picking things here XD... his adult body wasn't able to get back in time, or was transformed in a matter of what? seconds? minutes? hours? it happens while traveling in time? why that energy should follow a rule that's not followed by the body.. you're already messing with time and making him do backwars in a really fast speed, that fast speed is time that's actually running, so why should that time affect the energy too?. Specially when stored in a physical format (the brain)... rememeber we have deseases and accidents that can mess with the memories and personality of a person by just affecting the brain in matter of seconds or minutes... a good hit in the brain can be really dangerous.
But again, i guess this is fantasy/SciFi... if the techology used states that "awkwardly" it affects the physical body but not the memories, o rjust send the memories to his older self from the past (like if memory where some kind of digital data that can be uninstaled and reinstaled in an older computer)... it is okey, is fantasy/sciFi there is not point in being picky. XD

if energy flows only in one way.. and that way is forwards.. and the charácter is going backwars, the memories will continue flowing into future, not back to the past with him, that doesn't mean he will retain his memories, but that the body and their memories will go to diferent directions, sounds dangerous... but again... it's Fantasy/SciFi. ^^
it's tempral physics energy flows one way however when the body regresses the memories remain the same however because of that the mind tissue rgresses the memories stored will eventuly fade since the mind is a tricky thing. if your in a point where your in the prosess of traveling back in time for you time flows forward but not for everything else even if your phisicle body regeresses your mind sill acts normal as you regress in the time stream. though i said it before memoies take time to fade as the energy decays since the mind has changed. kammy pup has really explained the prosess and she's the regression queen
Does this carácter exist in the same universe of kammy's with the same rules created by her? because that's what we have to know before proceeding.. Kammys stated various times in the past that she just made up things by logic and depending on what's needed for the story, cause she's no scientist or specialist in these áreas of knowledge.

Time dilation slows time from the perspective of an outside observer, and that's why particles moving close the speed of light appear to undergo radioactive decay slower. It's well documented from atmospheric muon decay. From the particles perspective time appears to move the same as it always has and everyone outside it appears to be moving faster through time. This is has to be the case for physical constants to be the same for all reference frames.
yes and no, I have a better example: you're inside a balloon filled with helium so you float upward. Now have all the water in your body turned into helium (this will kill the person but fiction!) when you get out of the balloon you will be much much lighter considering you have no water in your body and much lighter then air materials inside of you.

I'm having trouble making sense of it. A little hard to read, but it looks like the sum of the real part of a complex function with weird units. If that 'h' is the plank constant we all know and love then I have no idea how you take the derivative of a constant and not get zero. The sigma squared is usually associated with variance in statistics and also appears in Boltzmann and quantum statistics.
