I don't have a hint why they do it, but wasps often dunk for a dip... They don't drown as many other insects, but almost always get out of water and fly away.
Here's one in the middle of the exercise.

No, they do it all the time. It spent there five minutes, tops. Wasps are strongly attracted to water. From my observation, on average, in a sunny day, a single (marked) wasp dunks 5-10 times. Maybe more, because they might do it in other places, too.

Ahh I see. Guess they are trying to keep cool then...though that would be a bit risky if there are fish underwater :o

They do it even in cool weather, and they ain't warm-blooded :)
I don't envy the fish catching one of them, too...
