3. Solid color shapes+Masks
4. Gradient layer for the hair+mask
5. Adjusted the photo to bizarrly harsh lighting levels
6. Made it Grayscale
7. Made it a bitmap, using the halftone screenoption
8. Gaussian Blurred the resulting dots.
9. Used the dots as a bunch of multiply layers over the color
9. Threw in thought bubble and background.
