I figure the monster who had been chasing him was supposed to kill him while the other duplicated him, but got splattered by the semi truck before it could finish.
Depending on which company built the truck, you could say it was a deus ex Mack-ina. =D

Yeah that's very likely what happened. The two monsters wrecked him, one took his chopped arm as a matrix to use to make the camo while the other was left alone to dispose of him. However the whole "eliminate the real guy" went down the shitter as said monster got a truck in the face and the other monster is/was likely unaware of that.

They probably never anticipated an Eldritch creature that could copy another species' appearance like some Lovecraftian T-1000. Heck, I'd expect the Spanish Inquisition before something like that.

Alternately, maybe the copy was so exact it passed these tests with flying colors.

Stupid question but what are those CSF's he's talking about to cure his radiation sickness ?

It stands for Colony-Stimulating Factors. They're currently under study as a treatment for acute radiation sickness, like the type that might be created by a terrorist dirty bomb going off in a populated area. We can assume that at this point in time, they've been approved for such use.
