They are the Old Republic style uniforms, at least on the Caamasi. The captain of the ship is a real sucker for anything Old Republic, even his ship is a refurbished blockade runner refitted for personnel transport with luxury furnishings. The Shistavanen is just wearing a generic mechanics jumpsuit. Though looking up Space Station 13 I can see why you did a double take on it.
