I believe in one iteration of the Sonic Comics, there was a character who specialized in Growing/Shrinking things, including himself. I believe it was Nack the Weasel from the UK version. (He's known as Fang here in the States and is just a common thief, but he's apparently a brilliant techie in the other version).
Yeah, this one’s right. There’s an arc where Nack shrunk the Chaotix and Sonic using colour coded capsules he kept in like a bandolier on his hat. I think it was red for shrink and green for grow. If I recall correctly you twisted the capsule and it released a ray of whichever effect you needed. Twist again to turn off. Exposure time was important though cuz Sonic used the shrink one on Nack for too long and shrink him out of existence, or at least their perception.
Yup, and later, he returns with much better control of his abilities (in an Ant-Man kind of fashion). He corners Sonic by Growing to the height of the Room they're fighting in (he doesn't Grow further since they're on the Top Floor). Unfortunately, one of Sonic's friends call the Police and he escapes by Shrinking out of sight again.
The Comic ended almost abruptly a few issues later, so Sonic's pursuit of him was never completed.
