That they are, was really interesting thinking about this, not a lot of folks have so was a little difficult but based the size off of the arbiter mission from Halo 2 which referred to the Arbiter wearing a size 24. I scaled him down from that to about an 18w where Kragith is a 16, though they don't wear shoes when they are out so x3 just when they have armor on. And myself im size 11.
Depends on the area they are from, but most wear something like sandals or nothing at all when they're around. Their feet are rather strong. Since Rkar is based on the Halo Reach Sangheili design he doesn't wear shoes, cause they didn't, they just had armor bits on their toes and an undersuit as a "sock."
