Captains in the Naval Exploration Squadron are selected for a thirst for adventure and, often, their lack of personal direction. The fleet exploration arm allows young captains to get the hang of managing a ship without the stringent rigidity of fleet operations that older captains prefer. Furthermore it allows more free spirited captains the opportunity to command away from the regulations and rules and to be more their own boss. These officers and men are encouraged to think as a team and can even conduct minor negotiations, study phenomena, claim territory and resources, and engage in first contact on behalf of the empire.
Because of this more free spirited culture, the exploration fleet has also garnered a reputation as a dumping ground for insubordinate officers and enlisted. This mentality has helped to reinforce the relatively different culture compared to the other parts of the navy. To the exploration flotilla, this independence isn't just something they need in the cold deep dark, but is a necessity. Regardless, these brave progenitors know that if they get into trouble, their Calvary is more than likely going to be salvaging them and not saving them.
