SCIENCE TO THE RESCUUUUE

hmmm, sounds much like all these teratoma cases that keep popping up in the world, only some happen at birth and others at puberty. Of course I think some have happened to women at menopause rather than puberty.

teratomas are a wholly different thing, it's an exceedingly rare (luckily for our nightmares) condition where a foetus gets envelopped by the other one and stays in that body. usually, just a few body parts in that teratoma (like a bit of hair and some toes) develop.
This is quite different than heavy body mutations.

Note that in Blackjack one character started off as a psychic teratoma that was given a prosthetic body by Blackjack because Osamu Tezuka was amazing dude

well mammals and reptiles getting exposed to the same radiation can have different effects was my train of thought, also this is a "fictional" universe so they could all get super powers if the writer feels like it, but staying close to real life allows for more fun theories.

I'm picturing one last person in this group going "Hi, I'm [name] and I wasn't originally a lizard...". :P

I've based it on a Tegu, a type of reptile that makes a pretty good pet, being pretty intelligent and active. It's a bit larger though so not for everyone.
