Annabelle is Will's girlfriend. She's a bit of a hipster, and rejects anything (Waterlilian) society tells her is normal. Even when there's a good reason for it...
She's a big fan of western culture and everything seems new to her!
In Waterlilian society, there are no gendered pronouns, or genders, so her use of "she" is her little way of rebelling against society.
They love to swim and often have the ability to breathe underwater. They also produce their own water from their bodies and use it as a water cannon to fire at enemies, or to power their inventions!
Their species changes genders at will (before puberty they do not have any gender), and they don't really understand the concept of being any specific gender. Technically they are a gender monomorphic species. Their language has two pronouns (singular and plural) for individuals, and two such pronouns for objects. As such, they don't understand the difference between 'he' and 'she' and do not know how to visually identify them. They usually end up simply using 'they' for all objects and individuals.
By the time the species was discovered, they had stone roads, suspension bridges, multi-story buildings (no windows though), and water and steam-powered construction equipment and public transportation. All of their power is based on water, because their species has the ability to produce their own liquid water, to use as a spray cannon. To this day, their villages do not have electricity or internet, other than in libraries, which have computers and reading lights, powered by hydroelectric generators, as their villages have many beautiful streams and rivers to use for power. The generator magnets and coils themselves have been imported from elsewhere.
Today, Waterlilian Otters are an endangered species. Even though their skill and intelligence often led them to victory in the past over conflicting tribes, their overly collective and group-oriented nature has caused them to centralize to a point of fault, resulting in only a few villages when discovered by settlers. These territories resided in a region known as "Waterlily," and thus the species was named.
At first, Waterlilians were left alone and the region was sealed off (they seem to be non-nomadic), to preserve their culture and architecture. Unfortunately, it was soon discovered that they could be exploited for their talented construction abilities for little cost. So, with the language barrier broken somewhat at the time, a deal was made with the village elders that Waterlilian Otters will take limited stay outside the village and perform labor in exchange for the ability to use the currency they make, as well as protection of the species.
Depending who you ask, different Waterlilians have different opinions on this deal. Some love being given the chance to explore the world and say they feel like prisoners being made to come back to Waterlily, while others hate it and wish they didn't have to leave at all.
Participation in the program is usually optional, however for school students (yes, they developed their own school system as well), the program is considered an educational opportunity to learn about the outside world and other countries and cultures, as well as how an economy works, since they don't really have one of their own. Because of this, all students are required to participate at least once in each general job category.

Waterlilian Otters are an indigenous Native American species of otter-like creatures that were thought to occupy a large portion of the west coast of North America in many small villages. In the Oliver universe, Native American tribes are often seen negatively, because they tend to be very violent and vicious.
